Andrew Biar – President, Strategic Public Affairs

Andrew founded Strategic Public Affairs® in 2000. Drawing on more than a quarter of a century of experience in government, communications/media, business and politics, he and the firm provide lobbying, government relations and communication/media counsel to businesses in key sectors of the economy including oil & gas; upstream, midstream and downstream, utilities, healthcare, automotive, home building, finance and more. This includes providing strategic counsel to Fortune 500 companies, small businesses, private corporations, trade associations and PACs.

Prior to forming the firm, Andrew worked at a one of the leading statewide business trade associations in Texas, a public affairs/PR firm, and for several elected officials. His experience in government has encompassed working at all levels – local, state and federal

– including the Office of Bexar County Judge, Members in the Texas State House and Senate and the Office of Texas Lt. Governor. His background also includes crisis communication and media relations. He is responsible for overseeing the continued advancement of the firm, ensuring professional growth opportunities for the firm’s team members, and managing key client relationships.

Andrew is an alumnus of the state’s premier leadership group, the Texas Lyceum. He is a passionate hunter and outdoorsman. He enjoys hunting birds, deer and many other forms of game. He is also passionate about racing. Andrew is a licensed, professional NASCAR pit crew member in the sanctioning body’s three top series: Sprint Cup, Xfinity and Camping World Truck Series. He has served as a pit crew member at many of NASCAR’s top races and venues, including the Daytona 500, Bristol Motor Speedway (August night race), Richmond International Raceway, Charlotte Motor Speedway, Talladega Superspeedway, Atlanta Motor Speedway, Indianapolis Motor Speedway, his home track Texas Motor Speedway and Darlington Raceway. Andrew earned his B.A. in Communications from Concordia University, Austin, Texas.

A few of his favorite things: My NASCAR pit crew gig; being at the track; college football; being in the outdoors hunting birds, deer, etc. with my wife, kids, and friends; and writing opinion pieces about current events.
